amount of access charges they impose. For example, a Tier
A phone company charges less than a Tier C phone company.
Since it costs less to supply a Tier A customer with
service, the rates are lower for that customer. If you

Tier B Definition
Central Telephone (Centel), Cincinnati
Bell, Contel,

SBC (former SNET), Sprint/United, Verizon (portion of
Verizon that was former GTE)
Tier C Definition
Generally applies to CLEC's (ex. ICG, MCI Metro, Paetec,
Telepacific, XO Communications, etc.)
Tier D Definition
Any LEC not listed under Tier A, B or C - mostly independent
LEC's
